Last updated: 23 March 2022

In April 2021, the Norwegian government proposed amendments to the Climate Act, in order to reinforce the 2030 and 2050 climate targets.

The objectives at the EU level are a reduction of net emissions by 55% before 2030, compared to 1990 levels, and carbon neutrality by 2050.

Norway’s objectives are more ambitious than those of the European Union.

2030 objectives:

  • Reduce emissions up to 55%
  • Cut non-quota emissions by 45%. It is legally non-binding, and Norway’s commitment with the EU is to cut non-quota emissions by 40
  • Carbon neutrality

2050 objectives:

  • Reduce emissions by 90-95%, making Norway a low-emission society.
